Companies can trade CERs from CDM projects to maximize numerous opportunities resulting from the Kyoto Protocol. In order to trade CERs on the market, generated CERs need certification from a Designated Operational Entity (DOE).
KEMCO has been accredited as a DOE by the United Nations (UNFCCC) since 2005. The primary tasks of KEMCO as a DOE include validation of CDM projects for registration and verification & certification of emission reductions from registered CDM projects.
The Korea Energy Management Corporation (KEMCO) is a public organization responsible for the implementation of energy conservation policies and energy improvement measures since 1980. Experienced auditors and engineers are available to provide world class certification services.
The KEMCO GHG Certification Office was established in January 2006 as an independent unit with full powers of operation in order to ensure reliability and impartiality with regard to certification services.
With over 30 years of process consultancy based on energy audit and more than 100 experienced energy consultants for a wide range of industrial facilities, KEMCO is ready to take an active role in providing certification services to CDM projects around the world.
First, to qualify as a CDM Project activity and receive CERs, a project must meet the requirements of validation and verification services offered by the KEMCO GHG Certification Office.
The Project Design Document should be completed in accordance with the structure and criteria given in the CDM Executive Board CDM-PDD template, then it should be submitted to the KEMCO GHG Certification Office for validation. When the validation is completed and it is confirmed that the project activity meets the CDM registration requirements, the KEMCO GHG Certification Office will request the CDM Executive Board for registration.
CDM projects registered by the CDM Executive Board are eligible for requesting the issuance of CERs by submitting the monitoring report to the KEMCO GHG Certification Office for the relevant crediting period. When the verification process is successfully completed, the KEMCO GHG Certification Office can request the Executive Board to issue CERs to the electronic accounts of project participants.
